Apply for In-State Residency

For Current Students at the University:

An undergraduate, graduate or PharmD student who starts at the University in an out-of-state billing status, who changes their permanent residence to Connecticut and is seeking in-state residency, must complete the Application for In-State Tuition. Once you’ve completed and submitted the application (including all mandatory documents) to One Stop, you will be contacted by a staff member from One Stop Student Services.

Application Dates:

The In-State Residency application will be available during the following dates:

  • Summer/Fall Semester: April 1 - July 1
  • Winter/Spring Semester: October 1 - December 1

Your completed application (including all mandatory documents) must be received by One Stop Student Services via secure upload within these dates.

Please note: If your residency began after the due dates above but prior to the start of the semester you wish to apply for, you are still able to apply prior to the application deadline.

In-State Tuition Application

Completed applications and all supporting documentation must be submitted via the secure file upload process.

Step 1: Prepare Your Application

  • Download the In-State Residency application PDF and complete the required fields

  • Print the completed form and sign it in the presence of a notary
  • Gather the required documentation listed on page 2 of the application — all documentation in your residency status row is required (not just one per category)
  • Scan documentation items into digital format for the secure file upload
  • Do not combine the documentation into one large document — create separate files with meaningful file names (e.g. utility_Nov_2026.pdf)
  • Do not wait until the deadline to submit all materials at once — upload documents as they become available. You can return to the secure file upload page after your initial application has been submitted

Step 2: Submit Your Application

  • Go to the In-State Residency Secure Upload Form
  • Log in to the secure form using your NetID and password
  • Upload the signed application and any additional documentation

Application Review Timeline

The application review process takes at least 4-6 weeks. Fall application reviews begin in early June and spring applications begin in early November.

Application Deadlines

Applications are due by July 1 for fall consideration, and December 1 for spring consideration. Failure to upload all required documentation by the deadline will result in a denial. Applicants may reapply for a subsequent semester if the deadline has passed.

In-State Tuition Application

Completed applications and all supporting documentation must be submitted via the secure file upload process. The steps are outlined below:

  • Step 1: Complete and save the application (the button that says "Application for In-State Tuition.PDF"). On page 2 of that PDF, you will find a checklist of initial required documentation.
  • Step 2: Complete and submit the "In State Application Secure Upload" form that is embedded below the link to the application PDF. Note that this form must be printed and then signed in front of a notary before submitting.
  • Step 3: You may return here to upload additional documentation as needed. All documentation in your residency status row is required (not just one per category).
    We ask that you please do not upload the supplemental documentation as one large document, and that the name of each document reflects what is being submitted (e.g. utility_Nov_2026).We also recommend that you upload documents as they become available, and do not wait until the deadline to submit all materials at once.
  • Step 4: Applications are due by July 1 for fall consideration, and December 1 for spring consideration.  The application review process takes at least 4-6 weeks.  Review of fall applications begins in early June and review of spring applications begins early November.  Failure to upload all required documentation by the deadline will result in a denial. For Incoming Students Who Have Not Yet Begun Classes at the University:

Residency is determined at the time of Admission for all incoming students.

Incoming Undergraduate students:

For tuition purposes, determining Connecticut residency is generally based on a student permanently residing in Connecticut for more than one year preceding the start of enrollment at the University of Connecticut (vacation homes do not qualify for Connecticut residency). Incoming Graduate students:

Incoming graduate students must verify their residency as part of their application to the University of Connecticut for tuition-based programs (fee-based programs will not ask for this verification). If you have questions about whether your program is tuition or fee-based, please visit your program’s website or contact our Bursar’s office.

New England Regional Status:

For information regarding qualifying New England Regional programs that are offered at the University of Connecticut, please visit the New England Board of Higher Education (NEBHE) website. Students who move to New England after matriculation and are in a qualifying major would submit the application above for continuing students, indicating and address within a qualifying state and providing the same mandatory documents demonstrating domicile in a New England State.
